citric acid is fairly tart, so is lemon juice or lime juice. In fact pretty much everything acidic is tart - I don't know of any rims on the market with olfactory organs of any sort though, I'm not sure why you need something tart.

You can buy some of the really sticky shit called flashtack from hardware stores, or you can rip out those expansion bits from the cracks in footpaths. This stuff is tar held together with some sort of fibrous shit, and is free.
Alternatively- get an angle grinder, take your tyre off and gently apply the grinder, sporting a grinding disc preferably over a cutting disc to your rim surface. Its much better (no brake 'stick' I mean the pads sticking to the rims and will work when wet or dusty). Or you can lie awake at night wondering what the super secret CT.com product is that we never tell anyone about that works a treat.

Tar shouldnt have a place anywhere at all. Oh, and we all know what the secret formula is since it was outed a little while ago. This post is from May isnt it......I'm a tad slow, and not nearly as cool as I thunk i was. Is Canberratrials an alternative to TF now? You guys are being over-run!
