a) read the thread about tar
or
b) get some soft drink that is sweet, pour it on your rim, or rub it on with a rag or something, let it dry, and block your ears.
tar is generally the better option, but soft drink is easier (but louder, and doesn't last as long). if you're just begining, if you can lock both brakes with one finger thats good enough.

Get an angle grinder, take your tyre off and lightly brush the grinding wheel across the rim surface so it gets lots of scratches. Do it lightly though! Your pads will wear out quicker but the brakes will work really well. Tar is so late 90's, simon, get with it.

i'm already 'with it' i have plazmatic pads - you dont even need a bloody grind (except for when you're riding in dust but who does that anyway except in comps). and i'm just trying to be helpfull.

so simon, how did your brakes go on the weekend? Nah you will think how amazing the plaz pads are, then oneday you will discover the full extent of braking excelence after grinding your rims. So big ride this weekend, how about like 4pm onwards if its in the city or like 1pm if its belco/natural? Is that top creek drained out too? the one where seans bashplate came off his rhino for those that were there?

you should be able to get a reasonable set of calipers for about $50 lever and caliper about 80. Best place to try would probably be a bike shop. are you from canberra?
